Kentucky Government Agency Strategic Plans and Progress Reports
Strategic Plans
The 2007 Agency Strategic Plan Template is now available.
KRS 48.810 requires that program cabinets and selected administrative entities of Kentucky Government create four (4) year strategic plans to be submitted with each biennial budget request to the state budget director and subsequently to the Legislative Research Commission. A summary of each plan is available electronically to anyone who is interested. The following links will lead to the most current Cabinet/entity summary strategic plans.
Each agency is required to include in its strategic plans:
- A values statement;
- A vision statement;
- A mission statement;
- A statement of alignment with the Governor's broad goals;
- A statement of alignment/linkage with the budget request (and six (6) year capital plan, if applicable);
- A situational analysis
- A statement of measurable goals for the next four (4) years;
- A statement of specific objectives to meet the stated goals;
- Identification of performance indicators to be used to measure progress toward meeting the stated goals and objectives; and
- A progress report providing data and information on the performance indicators identified in the agency's most recent strategic plan*

KRS 48.810 also requires that each cabinet/entity that submitted a strategic plan with its budget submission, by September 1 of the following (non-budget-submission) year, submit a progress report. The report is to contain "data and information regarding the progress the program cabinet or entity has made toward meeting its goals as measured by the performance indicators set forth in the cabinet's or entity's most recent strategic plan."
