Affirmative Action
The Office of Diversity & Equality is committed to ensuring greater diversity within state government. Kentucky Revised Statute 18A.138(4) directs the Personnel Cabinet to produce a Semi-Annual Report on Female & Minority Employment in order to provide state officials with a progress assessment of the Commonwealth's Affirmative Action Plan.

The Office of Diversity & Equality produces these reports, as well as diversity and EEO training for the various cabinets, in order to assist with creating a workforce that reflects the diversity found within the Commonwealth. Continuing success in securing a diverse workforce is a legal and moral imperative. This report assists the various cabinets to assess their plans for the recruitment, retention and promotion of minorities and women.

The Commonwealth of Kentucky's Affirmative Action Plan is established by statute in KRS 18A.138. The Plan reaffirms the Commonwealth's commitment to non-discrimination and equal employment opportunity fair treatment of applicants and employees without regard to race, color, national origin, sex, age, religion, disability, sexual orientation, gender identity, veteran status, genetic information or ancestry.

Governor's Minority Managment Trainee Program |

The Governor’s Minority Management Trainee Program was created by Executive Orders in August 1995. It was the first such program of its kind in the nation. This recruitment and professional development tool was established to increase the representation of minority managers within state government. This program offers an experience that enables participants to cultivate the skills needed to serve Kentucky’s citizens in an effective and responsive manner. Participants receive in-depth, practical training through classroom instruction, on-the-job experience and special projects.
Program Objectives:
- To be a state and nationally recognized program of choice that provides opportunity for minority employees to gain skills and knowledge to succeed in management positions.
- To provide an opportunity for individual growth, development, and leadership in minority employees to enhance the overall work experience.
- To provide mentoring relationships and networking opportunities with participants and minorities currently in management positions.
