Best Practices Committee
The next Best Practices meeting is scheduled for September 4, 2008 at 3:30 p.m. at the Capitol Annex, 702 Capitol Avenue, Room 386, Frankfort, KY 40601.
The Best Practices Committee was created by the Kentucky Group Health Insurance Board at its meeting on March 25, 2008.
The Committee is Chaired by Finance Secretary Jonathan Miller. Its purpose is to allow representatives from organizations in the private sector to share "best practices" used in the operation of private health insurance plans, with an eye towards determining whether the implementation of similar practices might benefit the Kentucky Employees Health Plan (KEHP).
The Kentucky Group Health Insurance Board meets on the fourth Tuesday of each month at 2:00 p.m. (unless otherwise announced) at the Personnel Cabinet, 501 High Street, 2nd Floor State Office Building (DEI Training Room), Frankfort, KY 40601.
The Kentucky Group Health Insurance Board was established in 2000 by SB 288 which was codified into KRS 18A.226. The Board conducted their first monthly meeting on June 27, 2000. Responsibilities of the Board consist of:
- The Kentucky Group Health Insurance Board shall:
- Engage in analysis and research to identify the factors and parameters that affect the state group health insurance program.
- Develop and transmit, by October 1 of each year beginning October 1, 2001, to the Governor, the General Assembly, and the Chief Justice of the Supreme Court, policy recommendations regarding benefit options and management of the state group health insurance program.
- Provide in the first report, due by October 1, 2001, the following:
- Analysis and discussion of methods used by all other states to provide health insurance benefits to their state group.
- Analysis and discussion of the cost, enrollment, claims, and utilization data for calendar year 2000 on the Kentucky state group.
- Recommendations including, but not limited to, appropriate structures for the state contribution rate:
- Increasing the state contribution to provide support for dependent coverage.
- Possible methods to mitigate adverse selection.
- Competitive plan designs by type and benefit options.
- The feasibility of a state self-insurance plan.
- Strategies for evaluating third-party administrators and vendors.
